3-bet means the act of putting in the third bet, technically the second “raise”, the “3-bet” during any given round of a game. Most often it's used pre-flop, but can be made on subsequent streets (the turn and river).
Example:
Single table SnG tournament, blinds 30/60.
The UTG player (suppose he holds AKo) raises 180 chips (standard raise of 3 big blinds).
All the opponents up to the button (BTN) fold.
The button (holding AA) re-raises 540 chips (9 BB) - this will be the 3-bet.
As a result, the UTG player folds.
This example is a classic 3-bet usage: hero had premium hand and position of open-raiser. Indeed, 3-bet usually means a strong hand and is made for value. The only exceptions are light 3-bets (later on we'll cover them in more detail).
